Estonia and Latvia

Salacgriva Lighthouse is at the mouth of the Salaca River and was built in 1925. It no longer works so I am not sure how they navigate the numerous sandbanks near the coast safely. The Gulf of Riga is said to be the most dangerous area for navigation. That is hard to believe looking at the water today!
